A Hawaii Senate bill would repeal a requirement that side and rear auto windows have no less than 35% light transmittance and expand an exemption from sun screening regulation of side and rear windows to personal vehicles provided that the vehicle has rear-view mirrors on both sides.

A bill was recently introduced in Hawaii that “clarifies the allowable scope of motor vehicle service contracts regulated by the Insurance Commissioner to include contracts for certain motor vehicle repair and replacement services.”
The bill, HB 154, was introduced in the Hawaii House of Representatives on January 18 and was referred to the Consumer Protection and Commerce Committee. It passed the House on February 28. An amended version of the bill passed the Senate on April 5. It was returned to the House, which voted to disagree with the Senate’s amended version on April 9.

A bill is under review in the Hawaii legislature that “specifies that the regulation of motor vehicle service contracts does not apply to agreements issued by automobile clubs; [and] clarifies the allowable scope of motor vehicle service contracts regulated by the Insurance Commissioner to include contracts for certain motor vehicle repair and replacement services.”
The bill, HB 154, was introduced on January 18. It passed the Consumer Protection and Commerce Committee on February 12 and now is under the review of the full House.

The Hawaii Senate is considering a bill that aims to “repeal [the] provision requiring light transmittance of no less than 35 percent on side and rear windows of certain vehicles using sunscreening devices and glazing material.” It also “expands exemption from regulation of sunscreening side windows and rear windows of certain motor vehicles, including passenger vehicles, provided that the vehicles are equipped with rearview mirrors.”
The bill, SB 386, was introduced on January 18.

Both the Hawaii House of Representatives and Senate currently are reviewing a bill related to insurers and how OEM parts are handled for repairs.
The bill, labeled HB 1620 in the House and SB 2243 in the Senate, aims to “prohibit motor vehicle insurers from charging insureds an additional fee for repairs made with original equipment manufacturer parts if the vehicle manufacturer recommends original equipment manufacturer parts.”
The bill was introduced to the House on January 17 and in the Senate on January 19.
